The Hong Kong and Guangdong provincial governments have released the “Implementation Framework of the Emissions Trading pilot scheme for Thermal Power Plants in the Pearl River Delta Region”. This aims to tackle air pollution in one of the most development and industrially intensive regions in the world. Power companies operating in Guangdong Province and Hong Kong should consider whether they will participate in the scheme.

Governments continue to implement initiatives to reduce greenhouse gas emissions that do not necessarily involve renewable energy. In this review, we consider new Australian legislation requiring large users of energy to assess and report on their energy use, the European Union’s move to embrace “clean coal” and new China/Australia joint projects aimed at reducing greenhouse gas emissions.
