  • Cheng Lim is a Partner in the M&A and corporate practice in our Melbourne office and specialises in outsourcing, technology and major Projects.

    Cheng is a commercial lawyer with expertise in major infrastructure and Projects, particularly in rail and electricity infrastructure. He has acted for successful bidders in many major infrastructure projects, including the Melbourne Metropolitan Train Franchise (MR3), the Victorian Smartcard Transport Ticketing Project (myki), and the Commonwealth Government's $6 billion Air Warfare Destroyer Project.

    He has extensive experience in outsourcing in regulated industries, such as electricity, gambling and financial services. He also has deep expertise in new media, having acted for Australia's leading ISP on its major online initiatives on the delivery of music, sports vision (AFL and NRL), gaming and movies over the internet and to mobiles.

    Cheng is recognised by major surveys as one of the leading IT lawyers in Australia. He is nominated as a leading individual in TMT by APL 500 2009 which describes him as having a real "depth of expertise". He is also ranked in Band 1 in TMT by Chambers Global Guide 2009 and described as having "considerable intellectual horsepower" and as someone who "never gets bogged down in minutiae".

  • Acting as lead counsel for Metro Trains Melbourne, the successful bidder for the right to operate the Melbourne Metropolitan Train Franchise (MR3) in place of the incumbent operator, Connex
  • Acted for Keane Australia Micropayments Consortium in its successful bid to deliver and operate a new smartcard transport ticketing system for Victoria (myki)
  • Acted for United Energy Distribution in its AIMRO program for the procurement and rollout of smart electricity meters. This is a world leading initiative and one of the largest proposed rollouts of smart electricity meters globally
  • Acting for United Energy Distribution in its current tender process for the provision to it of outsourced operating and maintenance services for its electricity distribution network
  • Acted for ASC Pty Ltd on its successful bid to be the shipbuilder in the Australian Air Warfare Destroyer Project
  • Acted for Tabcorp on its major outsourcing of infrastructure and communications to EDS and Telstra
  • Advised Telstra BigPond in establishing the first ISP online music store in Australia, in relation to its acquisition of exclusive internet and mobile rights for AFL and NRL coverage, and in relation to online and mobile delivery of games, movies and horseracing
  • Acted for Lonely Planet, the leading global independent travel publisher in relation to its online and mobile content strategies
