Freight Policy Reform in NSW: Key Infrastructure Recommendations
In June 2025, the NSW Government released its final report on the state’s freight policy, prepared by an independent panel and accepted in full by the Minister for Transport. The Delivering Freight Policy Reform in NSW report sets out a strategic roadmap to futureproof NSW’s freight networks in light of the challenges posed by population growth, decarbonisation and changing technologies.

New sanctions for blocking railways in NSW
The NSW Parliament passed legislation on 21 November 2024 which introduces a maximum fine of $22,000 for the offence of obstructing a railway.

Transport Administration Amendment Act 2024 – Transforming the Transport Asset Holding Entity
On 23 September 2024 the Transport Administration Amendment Act 2024 (‘TAA Act’) was assented to (copy available here) marking a significant transformation in rail asset management across New South Wales. The TAA is expected to commence in early 2025. Principally, the TAA Act converts the Transport Asset Holding Entity (‘TAHE’), from a State-owned corporation to a new agency, the Transport Asset Manager of NSW (‘TAM’). This change aims to streamline rail asset management and reinforce the lead role of Transport for NSW (‘TfNSW’) in delivering the NSW Government’s vision for state transport.
