On 25 Jan 2024, the NSW Government announced the Freight Policy Reform Program (‘Reform Program’) that will address the key challenges facing the NSW freight industry.

What does the Reform Program involve?

The Reform Program will focus on different parts of the freight system, particularly in relation to road, rail and ports. The Reform Program will also consider critical facilities connecting and supporting the supply chain such as intermodals and industrial lands.

Who will lead the Reform Program?

This Reform Program will be led by Transport for NSW under the leadership of an Independent Advisory Panel which consists of:

  • Kerry Schott AO;
  • Lucio Di Bartolomeo; and
  • Hermione Parsons.

The Panel will work closely with Transport for NSW in developing all key documents and consultation as part of the policy reform.

What are the priorities of the Reform Program?

The Reform Program will deliver a comprehensive reform agenda to optimise freight transport. The priorities are to ensure the safety, sustainability and productivity of the supply chain for the benefit of NSW people, businesses and industries. The Reform Program will focus on the following:

  • considering the road and rail network;
  • optimising the operations of the commercial ports in NSW;
  • supporting metropolitan and regional intermodal terminals and other enabling transport infrastructure; and
  • embedding freight considerations into transport planning, prioritisation and investment decisions including securing industrial land.

KWM advises clients on all aspects of the transport sector, including the development and operation of rail infrastructure, rolling stock, intermodal terminals and ports.

We will continue to monitor the Reform Program and keep you updated with further developments.
