Amelia Mellor is an Energy and Projects lawyer with a wide range of energy, mining, resources and infrastructure experience. She acts for a range of clients in the energy and infrastructure sectors, with a focus on major energy project development and energy regulation. Amelia has an extensive track record advising investors in, and developers and offtakers of, large-scale energy and infrastructure projects, including on project structuring, project development, acquisitions and divestments, joint ventures and marketing arrangements.

Her experience includes negotiating, drafting and advising on the development and operation of renewable energy projects (including solar, wind and battery storage), sale and purchase agreements, mining services contracts, gas sale agreements, power purchase agreements, procurement agreements, construction projects and access to regulated assets, together with advising on carbon liability, and the provision of general corporate and resources-based advice to mining and oil and gas companies on an ongoing basis.

Amelia has advised on all aspects of project delivery from risk analysis, project planning and strategy, project structuring and procurement options, development of appropriate contractual delivery structures, risk assessment and allocation, tendering and bid assessment and contract preparation and negotiation.

Amelia's work highlights include:

  • Renewables to support mine sites: the development of various renewable projects to support mine sites, including integration of a BESS system and future solar expansion to supply Pilbara Minerals Pilgangoora lithium-tantalum project
  • AEMO ASL: the application of the Capacity Investment Scheme in Western Australia including development of the WEM CISA and CIS Tender
  •  Lightsource bp: on the establishment of a funding and development platform for the development of solar farms in NZ in partnership with Contact Energy, one of NZ’s largest electricity retailers
  •  BHP: power arrangements in the north and mid-west of Western Australia, including drafting Power Purchase Agreements and related documentation and advising on applicable regulatory regimes and a range of upstream and downstream gas sale and gas transportation and multi-shipper arrangements in Western Australia, Victoria and New South Wales
  •  APA Group: on the power purchase agreements and connection agreements for the 130MW Badgingarra Wind Farm, 17.5MW Badgingarra Solar Farm and 20MW Emu Downs Solar Farm, and related amendments to power purchase agreements for the adjacent Emu Downs Wind Farm
  •  Pacific Energy: on the negotiation of new development and offtake arrangements, and amendments to existing offtake arrangements, for the expansion of existing thermal generation facilities and the integration of new solar generation and BESS facilities for remote mine sites
  • Chevron/NWS joint venture: on the North-West Shelf Joint Venture on the provision of third party commercial processing services from the North West Shelf Project including advising on the drafting of processing agreements and cross-user liability arrangements
  •  Beach Energy: on the proposed development of the Blue Mackerel offshore wind project located off the coast of Gippsland
  •  State Solicitor's Office: on the Network Regulation project, involving the proposed transfer of the regulation of Western Power's network to the national electricity regulatory framework
