Steve Swan is a front-end construction specialist with extensive experience advising on complex commercial development, energy and infrastructure projects across Australia. He provides strategic advice to government agencies, project sponsors, developers, and contractors on all aspects of project delivery, from procurement and contract structuring through to project execution. Steve is recognised for his ability to deliver solutions-driven advice on major projects, particularly those with complex stakeholder frameworks requiring innovative delivery models.
Steve's work highlights include:
- Sydney Biomedical Accelerator Project: advising the University of Sydney, in joint venture with Sydney Local Health District (SLHD), on the procurement of a new cutting-edge medical teaching and research facility. Steve assisted in the negotiation of a bespoke cooperation agreement between the University and SLHD to govern the delivery of the project and prepared and negotiated a design and construction contract to engage Richard Crookes Construction as the builder to deliver the project.
- Hunter Transmission Project: advising Transgrid on its appointment by EnergyCo as the preferred network operator for the Hunter Transmission Project.
- M7-M12 Integration Project: advising Transurban on its unsolicited proposal for the widening of the M7 Motorway and integration with the new M12 Motorway. Steve led on all construction aspects as part of a multi-disciplinary Mallesons team advising on the project.
- New Sydney Fish Market: advising Infrastructure NSW on the construction aspects of the $750m New Sydney Fish Market project, including a complex enabling works, main works and interface arrangement.
- One Circular Quay: advising Lendlease on all construction aspects including design & construct and interface contracts for the $1.2BN mixed use hotel and residential development.
- WestConnex: since 2018, advising WestConnex in respect of all of its operation and maintenance contracts for the M4, M8 and new M4-M5 Link motorways.
- PPPs: various roles on PPP bids for financiers, contractors and sponsors across various asset classes including communications infrastructure, social housing, hospital and prison PPPs.
- Buy-side M&A: advising on the construction aspects of buy-side M&A Transactions, including recently undertaking due diligence and reporting on construction contracts and related agreements for a series of data centre assets as part of Blackstone’s acquisition of AirTrunk.
- Lendlease: design and construction contracts for the delivery of the Sydney Metro Victoria Cross over-station development.
- Mirvac: successful bid for the delivery of the Sydney Metro Waterloo over-station development (as JV partner to John Holland).
- TfNSW: A$3.5bn Parramatta Light Rail project.
- IfNSW: procurement and drafting of the design and construct contract for the new Sydney Football Stadium.
- Brookfield: delivery phase of the Wynyard Place project in Sydney's CBD, which includes the construction of a 27 storey commercial tower, retail components, heritage office space, a new transit hall for TfNSW and the redevelopment of the entrance to Wynyard station, one of the CBD's major railway stations
